Today the FAA, as part of its 23 year budget plan, announced that it could save approximately $31,415,926.35 per year by outsourcing all ATC functions to Bangladesh.

With the use of the internet it is no longer necessary to maintain the antiquated system of ATC centers dispersed across the country, the report said. Furthermore, there would be less financial burden on the airlines and private pilots, since the proposed system would require that every plane be equipped with a GPS enabled smart phone and have a Facebook account that would continuously announce their position.

The part in bold I guess is the April fool give away. The only bit missing is some procedure to register the Facebook account with the FAA that redirect you to a site that tell you have been fooled.

On the other side, the first part doesn't sound that far fetched.
First ATC is privatized and the lowest bidder (highest kick back?) get the contract.
The lowest bidder then offshore as much as possible of the work to maximize profit.

The best April Fool jokes are the ones that are entirely feasible.

You should have been tipped off right away. What government agency has a 23 year plan? Also the dollar amount---pi*10^6?

I almost added "a twitter account for communication", but bmcj had already responded.
