The Soviets started looking into reusable space vehicles in the 60's. In 1974, they started the Buran project. The first soviet shuttle was completed in 1984 and flew in 1988 on an unmanned mission. It never flew again. The project was cancelled in 1993 after the collapse of the soviet union. The original Buran was destroyed when it's hangar collapsed in 2002. A second Buran had been started in 1989, but wasn't completed. I just found a video on youtube of a bunch of explorers breaking into a hangar and finding two partially built shuttles.
