I was under the impression that the FAA allowed far more lee-way for modifying single-seater agricultural airplanes like Pawnees, Callairs, etc. Consider that a single seat severely reduces the number of victims.
Secondly, agricultural airplanes rarely fly high enough to interfere with airline traffic.
Thirdly, agricultural airplanes usually fly well a way from population centres.
Consider how many agricultural airplanes have been up-engined with a bewildering array of radials and turbo-props.
