1920's Powell PH Racer as an ultralight?? Is It Possible??

The Powell PH Racer was an 1920s air racer which holds the distinction of having won all of the races it entered.[1]
Design and development

The aircraft was designed by Professor C.H. Powell, teacher at the Aeronautics Department of the University of Detroit.[2]
The biplane racer used an all wood fuselage with birch paneling. The wing spars were also wood with fabric covering. Uniquely, the aileron hinges were made of leather.[3]

Okay so I ran across this plane when I was catching up on the latest technology of plane building from the 1932 Flying and Glider Manual. Anyway it caught my eye and even though I've settled on building the Viking Cygnet, I like this little biplane and wondered if anyone thinks (like me) that it could possibly be built FAR 103 ultralight? Or maybe someone has already done it??? Cool little plane... I do like it!!:ponder:

I couldn't find any photos on line, just in the Manual... so if anyone has any, please post!??
