    Look into Gyrocopters, this is a good place to start. There are too many FAA restrictions....Weight, speed, fuel. All these combined keep it almost impossible to be in constrains of rule103. If you want an ultralight build an ultralight.......BUT I wouldn't suggest designing, the 103 rule...
