    Ditto the above: 100cc, 10,000 rpm. I assembled a redrive very inexpensively by using standard pillow block bearings and a go-kart toothed belt drive. Recoil starters are commercially available. At $400 for a new rebuilt, mine slightly exceeded the OP's criteria. VERY bulletproof. 400 fpm climb...

    Yamaha KT100 go kart engine. Stock 15 hp, blueprinted 20 hp, light enough to hold in one hand. Ridiculously reliable and unlimited parts availability through go kart shops. I flew one successfully for 3 years.
