    If you increase the resistance, the current will decrease, i.e. decrease the draw on the battery. That is likely part of it.

    There are only a few underwriters, and the various brokers (I use Falcon, Gallagher was mentioned above, there are a few others) all deal with the same underwriters. Avemco is the oddball underwriter who deals direct. I think they all offer "not in motion" policies.

    A few interesting things on the above page. Looks like an early example of toe brakes? And note the stylized cutouts for the gauges, and the bubble inclinometer instead of the more typical rolling ball, but with the curve fitting perfectly into the panel. The "Air King" is interesting too...

    And right at the 1320# LSA limit! Back in the day there was a mandatory 25 hour "engine check" by a mechanic. Swapping the engine, if done quickly, might well make for less downtime.

    Sears sold the Craftsman brand to Stanley Black & Decker in 2017 and the tools are now sold in various outlets. Most of the tools are manufactured overseas nowadays; whether the quality is still the same is debatable.

    If it's a two seater the big thing will be whether it has an N-number and the associated paperwork (airworthiness certificate, registration, aircraft and engine logbooks). Without it, it will be worth a lot less as it can be difficult or impossible to register an existing 2-seater.
