    To be honest, I'm not convinced that the ailerons might deflect upwards as you slow down, that would mean that the change in slipstream you mentioned has a greater effect than the decreased pressure (due to low airspeed). If so, as an analogy, the flaps would be harder to deflect at low speeds...
