Official FAA policy for a Gyroplane, Helicopter or Rotary Wing Ultralight Vehicle?

The FAA's Part 103 wording, and their AC 103-7, appears to be intended for a fixed wing Ultralight Vehicle only. Assuming that it meets the weight limitations, I could see how someone could argue that a gyroplane can meet the 24 knot max power off stall speed, as well as a helicopter that is capable of power off auto-rotation.

I was wondering if anyone knows if the FAA has ever taken and published their official position on whether an ultralight gyroplane or helicopter can meet the intent of a Part 103 Ultralight. If so, can someone post a link to that policy or perhaps upload a pdf of that documentation? I did some online searching, but could not find anything.
