Recommendations that would give UAS (drones) right of way over all aircraft in the airspace below 500 feet AGL except those equipped with ADS-B or TABS :

My question's are :
1) Can I register my ultralight motor glider, as experimental
Light sport glider ? Getting a licence for that would be in
my budget.

2) Can ADS-B or TABS be placed on an experimental light
sport glider ?
