Confused by FAA Part 103 - who isn't?

This has most likely been brought up before here but I'm not seeing anything so asking - Part 103 concerning Class E airspace. I live just west of F46 (Rockwall muni). Besides being right on the edge of DFW controlled airspace, the airport itself is in Class E airspace. I've checked with the airport manager and she said yes, ultralights are good to fly in/out of the airport but they (the airport management and city) require a radio to announce and listen to pilot intentions. The radio is fine with me as I wouldn't fly without one anyway. Makes perfect sense. If I'm understanding Part 103 correctly, I can fly in/out of the airport with a ceiling of 700' until I clear Class E, then I'm good to 10K feet. I'm pretty sure this is correct, but someone please feel free to speak up if I'm off on this. Plus, I'm talking North, East, or South of the airport. Heading West would smack right into the DFW corridor, airspace, and be insane besides illegal. Now here's the confusion - F46 has AWOS on 121.25. I have run into some documentation that says if the airport has AWOS that Class E is down to the ground, and therefore I can't fly in it - but that goes directly against what the airport manager has said, and what I've see other ultralight pilots do on YouTube (many getting the weather report before departure). Any clarification would be appreciated.
