I have a question for you engine-smart folks.

Picture two engines with very similar configurations and equal displacement. One has 4 cylinders and one has 8. Will the 4 cylinder make it's power at lower RPM than the 8 cylinder engine?

I know this is a vague questions and there are many variables. I'm just looking for a general answer and any caveats you might have. I've got an idea knocking around but don't want to make a total fool of myself. Thanks.
