Q regarding air velocity immediately aft of prop disk

This may be obvious to many of you, but I've been wondering if, for a given RPM and prop pitch, if the air velocity immediately aft and relative to the prop disk stays fairly constant regardless of aircraft airspeed? Or if it does change, would it be proportional but still only a small fraction of the difference in aircraft airspeed? Or do I have it all wrong?
