ID this weird old engine

I'm not often totally stumped but this one's got me. It's a three cylinder fan type (semi-radial) with just intake valves. Exhaust is through a bunch of holes drilled in the cylinder around BDC. It sure looks like it's made to take a prop on one side and has provision for a magneto on the back which appears to turn at crank RPM. But... what the heck is it?
