Another hole/edge clearance question

I know this has been discussed many times, but I have a specific question.

All of the previous discussions have concerned bolts or rivets which would require relatively small diameter holes.

But, lets say you have a 1/4 inch thick aluminum plate with a 1 inch diameter hole. A 1 inch diameter (relatively thick walled ) tube is inserted through the hole and then welded on both sides of the plate. This is not the same situation as inserting a 1 inch diameter bolt, because of the welding. What should the hole to edge spacing be? The same 2.0 diameters as for a bolt/rivet or can the spacing be smaller?
