Basic Torque Question

I just talked to the dealer for my model engine I plan to use on my build. He asked me how I started it and I said I hand propped it, but that I was thinking about getting a go-cart starter on the hub. He said I would need a compression relief valve if I used the go-cart starter or the hub would brake the key and slip.......


So does that make sense?....it should take the same about of torque on the prop bolts to turn over the engine. Is there more stress on the hub if I am turning say a 1/2 " nut inside the bolt circle than pulling the prop through from 26" outside the center of the hub. Torque is torque.....but then again the dealer has a lot more experience than I do.
