Rather than sanding wouldn't scoring bond surfaces as desired at 90 degrees angles with a homemade scraper tool made with a fine toothed hacksaw/reciprocating blade. This would reduce wood dust which is harmful to lungs while increasing adhesive grip along with preheating the wood.
The tool would look similar to a putty knife with a slot cut in the end with the blade before snapping off blade pieces and removing any paint. Epoxy would secure the blade in the slot. Several different sizes could be fabricated. Reciprocating saw blades are thicker and may be better candidates, especially those bi-metal ones.
Several test coupons would show which scoring depth and adhesive is best. Past experience has shown lightly scoring the blade with a 4.5" angle grinder makes clean snaps. Use the same grinder to dress the blade sharp ends. Ed
