access holes in d-spar ply

Is is accepted/normal to cut access holes (big enough to put your hand into ie 3" dia round or so) in the bottom part of the d cell plywood to get access to the stut attach brackets and wing root brackets? My plans are not clear on this. The holes will be covered in fabric when the wing is covered. The plane is a ragwing duster (built as ultralight), built up spars (3/4x3/4 caps/1.5mm ply) with 1.0mm nose ply.
