Grumman F4F: Why fabric covered control surfaces?

Why are the control surfaces covered in fabric instead of metal like the rest of the plane? Especially considering that it was a fighter plane, wouldn't metal be more robust than fabric?

In general for LSAs, is there a benefit to using fabric covering for the control surfaces rather than metal sheet?
