Stiffen a steel tube

Does anyone have any thoughts on how I could add some additional stiffness to my rudder LE tube? There is more flex above the top hinge than I would like. The welding has left some imperfections on the inside so slipping a smaller tube inside isn't a good option... I am thinking about filling it with some sort of epoxy, fiber mixture... Any ideas?
