Laying Welding tanks down for Transport?

Hello All,

I am getting ready for the build of a Bearhawk LSA and bought a Meco Midget and am now looking to buy a used Oxy/Acetylene outfit. I have found a few and if I decide to buy one, I will need to lay the tanks down in the back of my truck to transport them from wherever I buy them. Is this allowed? If so, I figured I could transport them and then let them rest standing up a few days before I try and use them.

Also if I end up with a large set with most likely large heavy duty regulators, will they work OK for the lower flow of the Meco? I was considering just buying a port a torch setup with the tiny tanks, but thought in the end that may be too small as it would seem easily possible to burn more than 1/7 the acetylene volume per hour in those small tanks. Or does the Meco Midget have a flowrate so low that the small tanks will work?
