Need Help Welding 4140 Matco Axles to 4130 Landing Gear Struts

I'm not sure if this is the right place but...
I was looking at the Matco 3/4" tube axles which are made from 4140. I will be O/A welding them to the struts and gussets. From what I can find, 4140 has 1% more carbon and is stronger.
I can't find any information if the welds should be treated and how.

I need to know what welding rod is best to use and what should be done to the welds to maintain strength.
