New to aviation and needing help

Hi guys this is my first post, first of let me explain my self a bit. A couple years ago i received a frame to a gyro-copter from a neighbor that passed away. I added the seat, and connected the rudder. I can get some pictures up later. So i have the seat and the rudder connected it has the wheel brakes to. At this point I'm really not sure where to go, i was thinking adding the engine, i heard something about it needing to be 60hp to be legal? I have experience with previous go karts, and mini bikes. But nothing like this. I would just like to know what i should do next.
