I'm having trouble with the formula for solving power loading factor required as a function of Vmax.

Here's a pic of the problem in his book, "Simplified Aircraft Design..."

I read this as Power Factor = Vmax raised to the power of -0.65. But that doesn't work out on my calculator. Anyone able to help this math idiot out?
