Buying, finishing, and registering largely finished but uncertified projects

Hi everyone,

I've been looking at unfinished composite kits and had a question about getting them certified as airworthy and registering them once you've completed them.

I see projects that seem to be more than 51% finished. Some are even advertised as such. Doesn't the builder who wants to register a kit/homebuilt craft need to build at least 51% of it for it to be able to be certified AW? Or am I mixing something up?

Maybe the real question I have is should the "mostly finished" builds just be avoided? lol
