That's basically the question. Homebuilt (experimental) certification in Europe is still a national thing and thus varies widely per country.
What I'm wondering though, are you allowed to fly any experimental in IFR in Europe or is that forbidden in the EASA regs? I'm specifically referring to flying, not to building or certifying. (Think of a quick IFR Lancair or so)
If it's not, the obvious way to fly an IFR-experimental is to get it licensed in a country that allows it (US or any other country) and then keep it under that registration.
