Wood Finish and Covering Compatibility

Hello,

I've got the tail of my plane made and I'm ready to apply the finish, but I don't know what to use. My plans suggest two coats of outdoor polyurethane (first coat thinned), but that's all they suggest.
Can anyone suggest a finish that's easy to apply, preferably water-based and will then be compatible with the fabric covering application.
