I want a special US registration number and I see that the number I want is currently valid and it is assigned to an obsolete aircraft that is out of the country and that this registration is only valid until the end of March.

Assuming that the current assignee does not renew it on time, when is the first date that I can go on the FAA website and snag it? Is there a "grace period" that the prior owner has to finally get the paperwork and check sent in or is a "limbo time" that this registration number cannot be reassigned?

Does anyone know ?
