Is a large diameter propeller, 96", more efficient at slow rpm speeds, or can it be efficient at high rpm's?

The prop is a very high tech, very efficient airfoil design.

All things being equal, are we more efficient at 1350 rpm in cruise, or at 1630 rpm?
