What Is This Port Under My Oil Filter For???

Hi All,

Attached to the bottom of the oil filter adapter on my Lycoming engine is a tube looking casting with an aluminum plug in it. The tube end with the plug points straight down. Looks like it could be some kind of method to drain the oil filter when servicing it however getting to the plug would be kinda tough plus the plug when opened wold drain the oil down onto the accessories below.

Just curious what this is supposed to be for (see attached pictures).
