Buying welding tanks......What to look for

I found this video and thought it would be helpful to some builders. There has been a lot of controversy about buying used tanks and then having the welding supply places refuse to refill them because you don't have a receipt from the company whose name is embossed on the tank. Doesn't matter if you bought them at an auction or some individual who wrote you a receipt...gotta have one from the original company with your name on it. You can buy tanks on line and get an original receipt with them. That may prove cheaper in the long run. Apparently the smaller size bottles are normally considered as customer owned and usually do not present a problem. Its appears that just the larger cylinders are the ones you might have a problem with. Here is the video.
