I know it's going to generate a lot of discussion from the ATC reform part, but lots of other interesting things in there too.
Selected highlights from my reading:
Establishes private non-profit ATC system based on user fees for Part 121 and 135 carriers. Piston aircraft (all) and noncommercial turbine aircraft operations are exempt.
Requires FAA publish an NPRM for Part 23 recertification within a deadline.
Implements exemption from 3rd class medical requirements for all not-for-compensation flights (both VFR and IFR) in aircraft under 6000lb, 14k MSL, and 250kt.
Bans talking on cellphones on airline flights, except for crew and law enforcement.
Requires FAA to develop means to allow approved unleaded fuels to be used, and safety equipment to be installed, without having to go through the traditional certification (STC etc.) route.
