Can someone point me to the specific FARs that spell out (1) who is allowed to service an E-LSA and (2) the rules regarding minor/major modifications.

Here is my current understanding, but I don't know where to find the official rules to back this up:
(1) Anyone is allowed to service (not inspect) an E-LSA
(2) Any modification can be made but the aircraft reverts to phase I flight testing and must be signed off before it can be transitioned back to phase II testing.
