Do FAR 103 pilots need to request to have their plane inspected?

Suppose you design and build your own airplane and are thinking of flying it. Does FAA want you to contact them and schedule and inspection first, or is that just something that happens when you go to an airport?


Also, I've been out in the middle of no where, and usually the road has a barbed wire fence about 20 feet off to each side, and there is the unstated rule that if you park and leave your vehicle, it will be towed. So suppose you turn off some place and find a parking lot in a not so used state park. You set up your ultralight, and try to take off in a straight direction. Is that legal? What about other parking lots? Is it one of these situations where you have to find someone who will let you use their parking lot or strip, and if you crash, they are liable? Where do you fly your ultralights?

Are there many rural areas that outlaw take offs and landings of ultralights from non-airports, and are there many local law enforcement officers who don't know about FAR 103 and would stop someone from putting their towed ultralight together?
