HP in Ultralights? Why the huge difference?

Been studying plans and kit built ultralights and can't get my head around the difference in HP requirements. Specifically comparing the older B J Enduro and the Fighter Ultralight. Both are very similar in basic superstructure, one is pusher, the other tractor. How does the BJ Enduro with a shorter wingspan only need half the HP of the Fighter? School me please, inquiring minds want to know.
