Russians have a strong aeronautical tradition ,They have been in aviation since its first days. They also have developped a powerful aeronautic/astronautic industry, mostly focused on military and transportation needs.

Despite all their aeronautical achievements sportive aviation in russia (and by extension in the exsovietic republics) has always been very restricted: very few sport pilots, homebuilt aviation was banned.
The legal issues were insurmountable obstacles for aviation enthusiasts.

Although changing the law (adapting it for the present days) it´s a slow process. I think it´s very relevant that the most important person of the country call the reporters to let them record him flying an ultralight!

Last week I have the oportunity to talk to a both spanish/russian native speaker who told me how sportive aviation and homebuilding is flourishing in Russia. Apparently they are starting to open their air space for foreigners, wich is a very seductive option in case you are up to long range flights!
