Mexico. Mexican ATC fees catching pilots off guard

Typical bureaucratic nonsense - you're required to pay charges buried somewhere in the Mexican Tax code and the department who wants to collect these charges is not allowed to issue invoices for them! What is wrong with people?? I'm sure pilots are willing to pay charges for legitimate services received, but having your airplane impounded because you didn't peruse the Mexican tax code is ludicrous.
