Here's another regulation that isn't clear (surprise, surprise).

According to the ultralight regulations:
§ 103.17 Operations in certain airspace. http://ecfr.gpoaccess.gov/cgi/t/tex...&view=text&node=14:2.0.1.3.16&idno=14#PartTop No person may operate an ultralight vehicle within Class A, Class B, Class C, or Class D airspace or within the lateral boundaries of the surface area of Class E airspace designated for an airport unless that person has prior authorization from the ATC facility having jurisdiction over that airspace.

This is one place where the regulations are more restrictive than for GA aircraft, since under Part 91 no communications are required for surface class E during VFR.

Here is the airspace around Bradley (Connecticut). There is surface Class E airspace (the dotted magenta line) extending over Simsbury airport. Is this specifically "Class E airspace designated for an airport", that I need permission to enter (unlike a GA airplane)? If so, who is the "ATC facility having jurisdiction"? I presume Bradley Approach? It's not like some airports with a control tower when the tower closes at night and the class D reverts to surface class E... Bradley tower never closes.

Seems strange that GA airplanes could be flying to and from Simsbury all day without talking to anybody other than the CTAF, but an ultralight needs clearance from ATC. Or am I missing something?
