What climb rate/angle is considered safe/unsafe?

I read on here that level flights don't have to take much power, but that climbing is where the power is really needed. I read 15 hp tossed around as minimum for safety on some planes, but I suspect it really has to do with climb rate or climb angle, which may lead to different hp requirements for different weight pilots. So what climb rate or climb angle do you consider to be the minimum for safety or fun? I know this also depends on air temperature and elevation, and how well an engine cools itself.
