Looking at FAR 23 appendix, Fig A5 and A6, FAR 23, APPENDIX A: Simplified Design Load Criteria -- FAA FARS, 14 CFR show limit loads for tail surfaces. But at low wing loading they flatten out at 12 psf, which seems kind of arbitrary.

Using 12 psf I get about 200 lbs that my tail boom needs to support (assuming 4 g's n1 loading for), which seems like a lot for a 200 lb aircraft + 200 lb pilot.

What other guidelines do people know about?
