Is re-registration from E-AB to E-LSA possible?

Hello,

I am considering purchasing well-built flying home-built aircraft that is E-AB. The owner holds the repairman certificate. The airplane is fully Light Sport compliant. Can the airplane be re-registered as E-LSA, allowing me to obtain training and perform the condition inspection?

If so, what is involved?

If not, can the original builder perform the inspection even if he no longer owns the airplane?
