How big of a rudder is safe .. on a Gyro ?

Sense Most GyroCopters have extreamily small Horizonal Stablizers and Wofully small Rudders I am wondering what is a safe size ?
is there a formula to determin the size ?
I just made my Rudder as big as i could and still give 1 foot clearance to the Rotor... it looks frightfully small now... even though its bigger than it was Stock...
I remember reading that some Benson Gyrocopters lost rudder control when the engine died... i don't want that to happen to me !
.... sense i am working on an Ultralight Gyrocopter Weight is somewhat a factor but safty is first and formost !

My Rotor Disk diamator is a mear 22ft. ( short hub bar ! )
the rudder is mounted Directly in the prop wash.

the only thing i can think of to increase the Airea of Rudder is to go with 2 rudders and i'll only do that if i have to ( why complicate the ishue ?)

so ...is there a Reasonable way to figure out the Rudder's proper size ?
